Niue has operated as a licensing hub for pop-culture bullion since the early 2010s, leveraging a 1981 treaty arrangement with New Zealand that allows it to issue legal tender while New Zealand's Reserve Bank retains monetary authority over the island. The Marvel licensing agreement that permits this issue is held not by Niue but by the New Zealand mint acting on Niue's behalf — a commercial structure that has nothing to do with the island's 1,500-person population and everything to do with collector demand in the Asia-Pacific and North American bullion markets.
