Issued as part of the United Nations Food and Agriculture Organization coin program, which Yugoslavia joined in 1970 alongside dozens of other nations producing specially designated circulation strikes to promote agricultural development. The FAO program was unusual in that it actively encouraged governments to use their national coinage infrastructure for a supranational publicity campaign — Yugoslavia's participation reflected Tito's carefully managed posture of engagement with international institutions without full alignment to either Cold War bloc.
