Karim Khan Zand never took the title of Shah, ruling instead as Vakīl al-Raʿāyā — regent of the subjects — a deliberate political posture meant to legitimize his control without the dynastic claim he lacked. The Māzandarān mint operated under his authority during a period of unusual stability for a region that had spent decades as a battleground between Safavid remnants, Afghan invaders, and Nader Shah's brutal campaigns. Type C issues from this mint reflect the administrative consolidation of his middle period.
KM#523.5 is among the more localized varieties in the Zand abbasi series, with Māzandarān output generally lower than the major southern mints at Shiraz or Isfahan.
