Chinese local grain coupons of this type were administrative instruments issued under the rationing system that governed staple food distribution from the 1950s through the early 1990s. By 1989, the national rationing framework was already being dismantled in coastal provinces, but inland and mid-tier cities like Chaohu continued operating their own grain bureau coupon networks well into the reform period — partly from bureaucratic inertia, partly because local grain stocks genuinely required managed distribution.

Chaohu Prefecture-level city was abolished in 2011 and its districts absorbed into surrounding municipalities, which means the issuing authority no longer exists in any form. That administrative extinction makes attribution straightforward but replacement documentation essentially impossible.
