Neuwied's 2,000,000 Mark note belongs to the most compressed phase of the German hyperinflation — by August 1923, municipal and district authorities across the Rhineland were printing emergency Notgeld simply to meet payroll, since Reichsbank notes were arriving too slowly and losing value faster than they could be distributed. The Kreisausschuß, the administrative committee governing Neuwied district, had no printing operation of its own; the Raiffeisen-Druckerei was a cooperative press with agricultural society roots, pressed into fiscal service by circumstance.
The two-million denomination sounds extreme but was already insufficient within weeks of issue.
