The upper portion displays a broad band of binary code (zeros and ones) rendered in fine raised lettering across the full width of the field, overlaid with a vivid color-printed reproduction of the Lithuanian national tricolor flag (yellow, green, and red horizontal bands), serving as a bold chromatic accent against the otherwise monochrome design. The lower portion is divided into two panels: the left panel, in brushed silver, bears the location and date inscription 'Vilniuje, vasario 16 d. 1918 m.' followed by facsimile reproductions of the twenty original signatories' handwritten signatures in cursive script, arranged in columns. Lithuania declared independence from the Soviet Union on 11 March 1990 — the first Soviet republic to do so — and the Kremlin responded with an economic blockade that cut off fuel and raw materials for months. The declaration itself was passed at 10:44 PM in the Vilnius parliament building, with Soviet troops already massing outside. This issue marks the thirtieth anniversary of that vote.
