The right panel reproduces in handwritten script a faithful facsimile of the full text of the Act of Independence, headed by the word 'Nutarimas.' Lietuvos Taryba savo posėdyje vasario 16 d. 1918 m. vie- nu balsu nutarė kreiptis: į Rusijos, Vokietijos ir kitų valsty- bių vyriausybės šiuo pareiškimu: Lietuvos Taryba, kaipo vienintelė lietuvių tautos atstovy- bė, remdamos pripažintaja tautų apsisprendimo teise ir lie- tuvių Vilniaus konferencijos nutarimu rugsėjo mėn. 18-23 d. 1917 metais, skelbia atstatanti nepriklausomą demokratiniais pamatais sutvarkytą Lietuvos valstybę su sostine Vil- niuje ir tą valstybę atskirianti nuo visų valstybinių ryšių, kurie yra buvę su kitomis tautomis. Drauge Lietuvos Taryba pareiškia, kad Lietuvos valstybės pamatus ir jos santykius su kitomis valsty- bėmis privalo galutinai nustatyti kiek galima grai- čiau sušauktas steigiamasis seimas, demokratiniu būdu visų jos gyventojų išrinktas. Lietuvos Taryba pranešdama apie tai . . . . . . vyriausybei, prašo pripažinti nepriklausomą Lietu- vos valstybę. (Translation: Resolution The Council of Lithuania in its session of 16 February 1918, decided unanimously to address the governments of Russia, Germany, and other states with the following declaration: The Council of Lithuania, as the sole representative of the Lithuanian nation, based on the recognized right to national self-determination, and on the Vilnius Conference`s resolution of 18–23 September 1917, proclaims the restoration of the independent state of Lithuania, founded on democratic principles, with Vilnius as its capital, and declares the termination of all state ties which formerly bound this State to other nations. The Council of Lithuania also declares that the foundation of the Lithuanian State and its relations with other countries will be finally determined by the Constituent Assembly, to be convoked as soon as possible, elected democratically by all its inhabitants.
