A portrait vignette of George Ioan Lahovary faces right in the central-lower register, flanked to the right by a vertical arrangement of five heraldic emblems: the Romanian Post and Telegraph Service, the Universal Postal Union, the Royal Romanian Geographical Society, the Court of Accounts of the United Romanian Principalities, and the Romanian Academy. The anniversary inscription is set above within elaborate guilloche ornamentation, with the serial number printed in red (001–050) or black (051–500).

An axonometric line-engraving vignette of the Palace of the Court of Accounts in Bucharest occupies the right and central portions, rendered in fine architectural detail. To the left, a circular medallion contains profile busts of Alexandru Ioan Cuza and Carol I facing right, while large numerals '160' anchor the upper-left and lower-right corners within floral and geometric guilloche ornamentation; a small Court of Accounts emblem with the dates 1864–2024 appears in the upper-right corner.
