Following the battle of Actium in 31 BC, Augustus reorganized the eastern provinces and Cyrenaica was eventually paired administratively with Crete — an arrangement that had roots in the period of triumviral control when the region cycled through Roman oversight with little stability. Local bronze issues of this type belong to that unsettled interval, struck under authority that was itself provisional.
