Paraguay's 1972 Olympic commemorative series was part of a broad wave of gold issues produced by smaller nations with no direct connection to the Munich Games — a common fundraising mechanism of the period in which the IOC licensed the Olympic theme to issuing authorities worldwide. Paraguay fielded a minimal delegation to Munich and had no particular claim to the hurdling event, making this purely a bullion-adjacent commemorative aimed at collectors rather than any domestic celebratory purpose.
The Munich Games themselves were overshadowed by the September massacre of eleven Israeli athletes and coaches by the Black September organization — an event that briefly halted competition before the IOC controversially chose to continue.
