Benin's CFA franc is issued under the West African Economic and Monetary Union, with monetary policy controlled entirely by the BCEAO in Dakar — meaning Benin itself has no independent authority over its currency. These large-format copper pieces exist almost exclusively as collector items produced for the international numismatic market, bearing denominations that bear no functional relationship to anything in domestic circulation. The 1500 franc face value on a kilogram copper slug is a legal fiction; the metal alone is worth multiples of it.
