The Chinese Panda series launched in 1982, making 2007 its 25th anniversary — hence this fractional issue. One defining quirk of the Panda program is that the reverse design changes almost every year, a deliberate policy that drives collector demand and distinguishes the series from most other bullion programs worldwide. The sole exception was 2001 and 2002, when an identical design was reused, triggering enough collector outcry that the mint reverted to its annual-change policy.
