The 15 Kreuzer denomination was a direct response to the monetary chaos created by debased small silver coinage circulating across the Habsburg lands in the 1750s and 1760s. Maria Theresia's financial advisors, particularly under the influence of the Münzkonvention framework, pushed for denominations that would bridge the gap between the large Konventionstaler and the practically worthless copper issues flooding the market. The 15 Kreuzer sat awkwardly in that hierarchy — useful in theory, unpopular in practice — and was abandoned within a few years of its introduction.
