Issued to mark the centenary of the Representation of the People Act 1918, which granted suffrage to women in Ireland over 30 who met property qualifications — a deliberately restricted measure that excluded the majority of working-class women. Full equal suffrage in Ireland did not follow until 1922, when the Irish Free State extended the vote to all women over 21 upon independence, making it one of the earliest states to do so unconditionally.
