The 15.65 krooni denomination exists for one specific reason: on January 1, 1999, the euro launched as an accounting currency, and the Estonian kroon was pegged to it at exactly 15.6466 krooni per euro — rounded to 15.65 for coin purposes. Estonia had maintained a hard currency board peg since 1992, first to the Deutsche Mark, which itself converted to euros at the fixed rate of 1.95583 DEM per euro, carrying the kroon along with it.

The Bank of Estonia issued this piece as a commemorative marker of that transition date, not for circulation.
