Euelthon ruled Salamis in the late sixth century BC as the island passed through the gravitational pull of successive Near Eastern powers — first Assyria, then Egypt under Amasis, then Persia after Cambyses' conquest of Egypt in 525 BC. He is credited as the first Cypriot dynast to strike coins at all, making this fractional piece among the earliest silver coinage produced anywhere on the island. That Salamis was minting at this tiny denomination suggests a functioning market economy sophisticated enough to require change.
