Istros, the Greek colony at the mouth of the Danube on the Black Sea coast, was one of the earliest Greek settlements in the region — founded by Miletus around the seventh century BC. By the late fourth century the city was minting a range of small bronzes for local commerce, operating in an environment where trade with Getae and Scythian populations along the river Delta was economically central. The HGC 3.2 and SNG BM Black Sea references place this piece firmly within that well-documented but modestly studied provincial output.
