The "Fond federacije za kreditiranje bržeg razvoja privredno nedovoljno razvijenih republika i autonomnih pokrajina" — loosely, the Federal Fund for the Accelerated Development of Economically Underdeveloped Republics and Autonomous Provinces — was a Yugoslav redistributive mechanism established under federal law to channel investment capital from the more productive northern republics toward Kosovo, Macedonia, Montenegro, and Bosnia-Herzegovina. By the mid-1980s the Fund had become deeply politicized, its allocations a recurring flashpoint between Slovenia and Serbia.
Trade vouchers issued through instruments like this one circulated as quasi-monetary instruments within the socialist enterprise system, bypassing the formal dinar clearing mechanisms. The 1987 date places this squarely in Yugoslavia's acute inflationary period — annual inflation exceeded 120% that year and was accelerating.
