The 1928 $10,000 Gold Certificate was never intended for public use. The entire Series 1928 high-denomination run — $500 through $100,000 — was issued exclusively for interbank settlements and Federal Reserve transfers. The $10,000 specifically circulated only between Federal Reserve Banks, meaning virtually no examples entered retail or commercial hands at any point in their working life.
Ownership by private citizens was effectively ended by the 1933 gold recall orders. The $10,000 Gold Certificate is today legal to own as a collectible, but fewer than a handful of examples are confirmed to exist outside institutional holdings.
