Reverse description The reverse presents a finely executed proof design in uncolored silver relief. To the left, a graceful spray of cherry blossoms (sakura) in high relief occupies the field, while to the upper right a large stylized snowflake motif is surrounded by smaller hexagonal snowflake and dot elements, evoking the four seasons of Japan. A sweeping curved band bisects the lower field, above which the large numeral denomination '1000' appears in bold relief, with 'YEN' inscribed within the curved band below. The commemorative legend 地方自治六十年 (60 Years of Local Autonomy) is inscribed in Japanese characters above the denomination. The date 平成23年 (Year 23 of Heisei, i.e. 2011) appears along the lower rim.
