Part of Japan Mint's 47 Prefectures Coin Program, which ran from 2008 through 2016 and produced a dedicated commemorative for each of Japan's administrative prefectures. Fukushima was among the final issues in the series. The program concluded the same year the country was still managing the consequences of the March 2011 Tōhoku earthquake and tsunami — an event that destroyed roughly 16% of Fukushima Prefecture's economic infrastructure and forced the evacuation of over 154,000 residents following the Daiichi nuclear plant failures.
Collector demand for the Fukushima issue ran notably higher than several earlier prefectural releases, a pattern seen with other coins perceived to carry documentary weight for a specific historical moment.
