Obverse description The obverse features a color-printed scenic composition depicting Lake Inawashiro with Mount Bandai rising prominently in the background beneath a vivid blue sky with clouds. Overlaid on the right side of this landscape is an uncolored relief bust of Hideyo Noguchi, the celebrated bacteriologist born in Fukushima Prefecture, shown in three-quarter facing left wearing a suit. The legend '日 本 国' (State of Japan) arcs across the upper field, while '福島県' and 'FUKUSHIMA' appear to the left, and the denomination '千 円' (1000 Yen) is inscribed at the lower left and lower right respectively.
