This piece belongs to a curious genre of the late 1990s novelty issues — a Ugandan shilling denomination struck to physically incorporate a genuine European Union pre-circulation 2 euro cent coin ahead of the euro's 2002 launch. The embedded coin is a real Austrian mint product, struck in copper-clad steel, bonded to the host flan via a paper applique ring. Uganda issued several of these "coin-in-coin" pieces across different EU member denominations, targeting the collector market rather than any circulation purpose.
