Western Sahara has no functioning mint authority and issues no currency recognized by any sovereign body — these pieces are produced by the Agencia Española de Cooperación Internacional or affiliated private minting operations, nominally attributed to the Sahrawi Arab Democratic Republic for marketing purposes. KM#91 is part of a flood of collector-targeted issues from the late 1990s bearing the Western Sahara name, a period when dozens of such pieces entered the market with no genuine numismatic infrastructure behind them.
