Pick 4A is one of several denominations prepared for the newly established National Bank of Vietnam following the 1954 Geneva Accords, which partitioned the country and required the south to develop its own monetary infrastructure independent of the Indochinese piastre system. The French technical relationship with Saigon meant the Banque de France was the natural production partner — the same arrangement that produced the issued notes in this series.

This particular value was never released. Whether withheld for economic reasons or simply overtaken by the denomination decisions of 1955–56 is not documented with certainty. Surviving specimens are printer's examples rather than anything that touched commerce.
