When Japanese forces cut off Indochina from metropolitan France in 1940, the Banque de l'Indochine faced an acute supply problem: new printing orders could not reach Paris or the usual European printers. The American Bank Note Company filled the gap, producing emergency currency in New York for a French colonial territory under Vichy administration — an arrangement that required some diplomatic delicacy given the circumstances.
The overprint converting a 100 Piastres plate into a 1000 Francs denomination reflects the dual-currency character of Indochina at the time, where piastres and francs coexisted at a fixed but politically contested rate. The overprint itself was applied in New York before shipment.
