The Bank of Central African States — the BEAC — issues currency for six member nations including Cameroon, Gabon, and Chad, none of which have any particular institutional or cultural claim to Valentine's Day as a holiday. These coins are produced explicitly for the collector export market, with no realistic prospect of circulation, and are contracted through private minting intermediaries rather than struck on sovereign initiative.
The CFA franc itself has been pegged to the euro since 1999, before that to the French franc at a fixed rate set in 1948.
