The BCEAO issues commemorative silver under the authority of eight West African member states — Benin, Burkina Faso, Côte d'Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo — though these pieces circulate nowhere and are produced entirely for the collector market. The arrangement allows a monetary union whose member economies have no particular connection to Russian winters to issue legal tender denominated in CFA francs with essentially no bureaucratic friction.
