| Reverse description | The reverse presents a richly colored panoramic winter scene evoking a traditional Russian village landscape. In the foreground, children and adults engage in seasonal activities including building a snowman and sledding, while snow-laden pine and fir trees frame the composition on either side. A picturesque village with illuminated cottages and an onion-domed church steeple recedes into the snowy middle distance beneath a grey winter sky. At the top of the design, a decorative clock face set among pine bough garlands indicates the approach of midnight, evoking the New Year celebration. The inscription Russian Winter appears in elegant cursive script along the lower portion of the field. |

The BCEAO issues commemorative silver under the authority of eight West African member states — Benin, Burkina Faso, Côte d'Ivoire, Guinea-Bissau, Mali, Niger, Senegal, and Togo — though these pieces circulate nowhere and are produced entirely for the collector market. The arrangement allows a monetary union whose member economies have no particular connection to Russian winters to issue legal tender denominated in CFA francs with essentially no bureaucratic friction.
KM# 404 is one of dozens of themed issues the BCEAO authorizes annually through third-party licensing arrangements common to small mint programs worldwide.
