Richard von Weizsäcker served as West German president from 1984 and became unified Germany's first president following reunification in 1990. His 1985 Bundestag speech directly naming May 8th as a day of liberation rather than defeat was considered politically courageous at the time and remains one of the most cited addresses in postwar German history. He died in 2015.
Togo's CFA franc commemorative program in the early 2000s issued dozens of silver pieces honoring foreign statesmen — a revenue-generating exercise with negligible domestic circulation.
