Heinrich Lübke served as West Germany's second Federal President from 1959 to 1969, a tenure increasingly overshadowed by postwar revelations about his wartime role as a construction administrator who oversaw forced labor projects. By 2004, issuing his portrait on a Togolese commemorative was an unusual choice — Togo had no particular historical connection to Lübke, placing this firmly in the category of coins produced for the collector export market rather than any genuine commemorative purpose.
