The Caisse Centrale de la France d'Outre-Mer was established by de Gaulle's provisional government in 1944 to handle currency in liberated and overseas French territories, deliberately bypassing the Banque de France's metropolitan monopoly. This 1000-franc note, printed at the Banque de France's Paris workshops, was issued across a remarkably heterogeneous range of territories — from French Guiana to Réunion to the Pacific settlements — making attribution of circulated examples to a specific territory genuinely difficult without accompanying documentation.

Poughéon was a Prix de Rome laureate; his involvement signals that this was treated as a prestige production, not a utility print.
