São Tomé e Príncipe issued this pattern ahead of the 1994 FIFA World Cup as part of a broader wave of small-nation commemorative programs that flooded the market in the early 1990s — most of which never progressed beyond pattern stage. The Banco Central had limited minting infrastructure of its own and relied on contracted foreign facilities, which partly explains why so many of these issues exist only as presentation strikes with no corresponding circulation release.
KM#Pn4 designation confirms pattern status; no regular-issue 1000 Dobras coin of this type entered circulation.
