Reverse description Plain light blue ground carries five paragraphs of Kyrgyz-language statutory text governing the use and validity of the privatisation coupon, printed in black letterpress. A circular official violet ink stamp is applied at centre-left. Bottom left bears the invalidation notice 'Мөөр басылбаса жараксыз' and the monogram 'МО' at bottom right.

(Translation: This privatisation coupon is a government security. It is used as a special payment instrument in the privatisation process in accordance with the State Privatisation Program, as well as the legislation of the Kyrgyz Republic. Privatisation coupon to exchange shares of funds, to other persons or legal entities can be sold to individuals, given as a gift, bequeathed. The privatisation coupon is valid throughout the territory of the Kyrgyz Republic, regardless of where it was issued. Lost or damaged privatisation coupons will not be renewed. Not applicable if not sealed)

The upay was a fractional subdivision of the som, introduced when Kyrgyzstan launched its national currency in May 1993 — one of the first Central Asian republics to break from the ruble zone after Soviet dissolution. By 1994, inflation had already made small-denomination paper notes functionally useless; 100 upay equaled one som, which itself bought almost nothing. These fractional notes were effectively obsolete within months of printing.

Printed by the Canadian Bank Note Company under contract, the early Kyrgyz issues used security paper sourced externally — the republic had no domestic printing infrastructure at the time.
