CICA — the Conference on Interaction and Confidence-Building Measures in Asia — was formally proposed by Kazakhstan's President Nursultan Nazarbayev at the United Nations in 1992, just months after the Soviet collapse left the newly independent state searching for a credible multilateral role in the region. The organization held its first summit in Almaty in 2002, and Kazakhstan has used the chairmanship and anniversaries aggressively as occasions for commemorative coinage.
