CICA — the Conference on Interaction and Confidence-Building Measures in Asia — was formally proposed by Kazakhstan's President Nursultan Nazarbayev at the United Nations in 1992, just months after the Soviet collapse left the newly independent state searching for a credible multilateral role in the region. The organization held its first summit in Almaty in 2002, and Kazakhstan has used the chairmanship and anniversaries aggressively as occasions for commemorative coinage.
Copper-nickel circulation commemoratives of this type were struck in large numbers for general release rather than collector sets.
