Issued to coincide with the United Nations' International Convention on the Rights of the Child, which opened for signature in January 1990 and was ratified with unusual speed by a large number of states that same year. Samoa's participation in such commemorative programs during this period reflected its growing engagement with UN-affiliated causes following independence in 1962.
