Issued the same year Uzbekistan was still tightening capital controls following the som's inconvertibility crisis of the late 1990s, this commemorative silver piece targets the collector market almost entirely — domestic circulation of high-denomination silver was never a realistic prospect under those monetary conditions. Tashkent's city hall, the Hokimiyat, was built during the Soviet period and carries considerable administrative baggage from both the Uzbek SSR and the early independence years.
