Somaliland's declaration of independence in 1991 was recognized by no sovereign state, yet the administration in Hargeisa pressed ahead with building the trappings of a functioning republic — currency included. The 1994 shilling series established the framework; this 1996 commemorative expanded it. Issuing paper money that the international banking system would not formally acknowledge was a deliberate political act as much as an economic one.
Pick 12 is catalogued as a "bronze commemorative," an unusual designation for a circulating paper note rather than a struck coin — worth verifying whether examples show any metallic ink treatment or overprint distinguishing them from the standard shilling series.
