Obverse description Central vignette presents the main headquarters of Baanka Somaliland in Hargeisa, set within an ornate arched frame with guilloche underprint in multicolour tones. Somaliland's declaration of independence in 1991 was recognized by no sovereign state, yet the administration in Hargeisa pressed ahead with building the trappings of a functioning republic — currency included. The 1994 shilling series established the framework; this 1996 commemorative expanded it. Issuing paper money that the international banking system would not formally acknowledge was a deliberate political act as much as an economic one.
