Rostov-on-Don changed hands repeatedly during the Russian Civil War — White forces, the Don Cossacks, and Red Army units all cycled through the city between 1917 and 1920. The State Bank branch issued these notes during a window of anti-Bolshevik control, when the local administration needed functioning currency but had no access to central printing infrastructure. Regional issues of this kind proliferated across former Imperial Russia precisely because monetary authority had collapsed at the national level.
Pick S413 falls within the South Russia regional series. Surviving examples in any condition are less common than their wartime ubiquity might suggest — most circulated heavily under difficult conditions and were displaced once successive occupying powers imposed their own scrip.
