The Chaikovskiy Government — formally the Supreme Administration of the Northern Region — was installed in Arkhangelsk in August 1918 following the Allied intervention and the ousting of Bolshevik authority. Nikolai Chaikovskiy, the Socialist Revolutionary who lent his name to the administration, departed for Paris within months, leaving the government increasingly dependent on British military support and financially improvised from the start.
The perforation on this note was applied as a validation measure, distinguishing notes authorized for circulation in the region from unissued stock. The Soviet re-capture of Arkhangelsk in February 1920 ended the government's existence and terminated redemption of its currency entirely.
