The 1895 series marked the run-up to the Witte monetary reform, which formally placed Russia on the gold standard in 1897. These notes were printed at the Expedition for the Preparation of State Papers (EZGB) in Saint Petersburg — Russia's own specialist security printing facility, established under Nicholas I and by this period fully capable of the intaglio work Western European printers had previously dominated.
The 100 Rouble denomination was a large-value instrument, largely confined to commercial transactions and government payments rather than everyday trade. Peasant wages of the period rarely approached this figure in a month.
