Beschrijving voorzijde A consumer ration card (CARTELA CONSUMATORULUI) of 100 roubles, printed in blue-grey on white paper and laid out as a uniform grid of perforated detachable coupons: eleven 1-rouble coupons, eight 3-rouble coupons, five 5-rouble coupons, and four 10-rouble coupons, each bearing the R.S.S.M. initials and the month designation APRILIE. The central panel carries the cardholder identification block with ruled lines for the holder's name, issuing authority, and authorizing signatures, accompanied by a circular official stamp impression and the heading CARTELA CONSUMATORULUI above the aggregate face value of 100 roubles.

Moldova's Ministry of Finance — not the National Bank — issued this note in 1992 as a stopgap during the acute shortage of banknotes that followed the collapse of Soviet supply chains. The distinction in issuer matters: Moldova had not yet established the National Bank of Moldova as a functioning notes authority, so the Finance Ministry stepped in directly, an arrangement that lasted only briefly before the leu was introduced in 1993.

The P#A21 designation reflects its uncertain cataloguing history — early Pick editions listed these Ministry of Finance cupon issues inconsistently, and the "A" prefix signals a later interpolation into the standard sequence.
