The central panel carries the cardholder identification block with ruled lines for the holder's name, issuing authority, and authorizing signatures, accompanied by a circular official stamp impression and the heading CARTELA CONSUMATORULUI above the aggregate face value of 100 roubles. |

Moldova's Ministry of Finance — not the National Bank — issued this note in 1992 as a stopgap during the acute shortage of banknotes that followed the collapse of Soviet supply chains. The distinction in issuer matters: Moldova had not yet established the National Bank of Moldova as a functioning notes authority, so the Finance Ministry stepped in directly, an arrangement that lasted only briefly before the leu was introduced in 1993.
The P#A21 designation reflects its uncertain cataloguing history — early Pick editions listed these Ministry of Finance cupon issues inconsistently, and the "A" prefix signals a later interpolation into the standard sequence.
