Yemen's currency fracture after 2015 created a situation where two competing monetary authorities — the Aden-based internationally recognized government and the Sana'a-based Houthi administration — each issued or manipulated the rial, triggering severe inflation and widespread rejection of newer notes in Houthi-controlled areas. This 2018 issue from the Central Bank, by then relocated to Aden, was part of that contested monetary environment.
