Yemen's currency fracture after 2015 created a situation where two competing monetary authorities — the Aden-based internationally recognized government and the Sana'a-based Houthi administration — each issued or manipulated the rial, triggering severe inflation and widespread rejection of newer notes in Houthi-controlled areas. This 2018 issue from the Central Bank, by then relocated to Aden, was part of that contested monetary environment. Goznak's involvement is consistent with Russian state printing's long history of supplying currency to governments with limited access to Western printers.
