Israel's early coinage program was shaped by acute metal shortages and foreign exchange constraints in the young state's first decade. The shift to nickel-clad steel for this denomination reflected those pressures directly — solid nickel was simply too expensive to sustain at scale. The Palestine pound had been replaced by the Israeli pound in 1952, and the pruta series was still being refined both metallurgically and politically as the government debated long-term monetary architecture.

KM#18 is noted for occasional weak clad adhesion on circulation strikes, a byproduct of the steel-cladding technology available to the Kremnica and other contract mints supplying Israel at the time.
