Macau's lunar series of the 1980s was produced in close coordination with the transition politics surrounding the 1987 Sino-Portuguese Joint Declaration, which formally set 1999 as the handover date. The Instituto Emissor de Macau leaned heavily into commemorative silver issues during this period — partly as revenue generation, partly as a quiet assertion of the territory's distinct issuing identity before that window closed.
KM#36 shares its specification with the contemporaneous British Commonwealth commemorative standard, a deliberate choice that made Macau's issues directly comparable on the international collector market.
