A scroll at the base bears the Tongan motto 'KO E `OTU FONUA O TONGA KO HOKU TOFI`A'. The 1875 Constitution of Tonga, drafted under King George Tupou I with assistance from Wesleyan missionary Shirley Baker, was one of the first written constitutions in the Pacific — abolishing serfdom, establishing land rights, and codifying a constitutional monarchy that insulated the kingdom from direct colonial annexation. Britain, France, and Germany were all actively absorbing Pacific territories at the time, and the constitutional framework gave Tonga a legal architecture that proved durable enough to preserve nominal sovereignty through the colonial period.
Tupou IV commissioned this centennial series through the Franklin Mint, which handled the majority of Tonga's commemorative gold output in the 1970s.
